Abstract |
Background. In conditions of destabilization of the system of international rela-tions and growth of social and ethnic conflicts, the problem of refugees is gradually becoming one of the most important and pressing problems. The objective of the study is to conduct a comprehensive analysis of the phenomenon of refugees in the study of migration flows from the Western regions of the Russian Empire to the ter-ritory of Penza province during the First World War.
Materials and methods. The research tasks were accomplished through the use of primarily documents of the State Archive of Penza region as well as periodical materials. The methodological potential included the basic principles of scientific knowledge – historism, objectivity, systemacity and reliance on historical sources.
Results. The author analyzed the main types of sources for the study refugees’ stay in the territory of Penza province during the First World War, investigated major areas of organizational maintenance of refugees and revealed the effectiveness of measures taken in this direction by the government and public organizations. The role of national organizations in assisting refugees was also studied.
Conclusions. Arriving on the territory of Penza province refugees were rendered a wide range of social assistance. The population of the province warmly responded to the call for help that was manifested in the effective performance of various public organizations. However, gradually the stay of refugees in Penza province was an additional factor of social risk, reinforcing the political situation before the events of February 1917.
